I don’t believe mike ever thought he “owned” Lucy; just that he was “her caretaker”-to emphasize that he was attempting to ensure she got into the least ammount of trouble possible despite her attitude..so more likely than “being put into place”, it’s an “I didn’t mean it that way..so I’m sorry” hence the “forget about it” to minimize drama, showing that he still has the same ammount(little to none) of control as he always has had. I might agree though, that he does try too hard to do the “Generic Good Guy” thing; so he doesn’t know what to do anymore since he was confronted about what he was doing forever ago.
