@asdf It’s called ‘scruffing’ a cat. Dogs have it too, but being involved in cat rescue and owning quite a few myself, I can definitely attest to cats having it.

It’s basically just skin that the mother cat grabs with her mouth when she wants to move her kittens. They maintain it when they’re older, but it can hurt them if you don’t know what you’re doing.

The reason it isn’t painful is because that area is not sensitive at all and generally they only bite down hard enough to grab not to puncture so it it painless. Grabbing it can have a calming effect on cats though since they are cats I wouldn’t go around trying it.
