You can find it under the page/chapter selection buttons. It is to the right of all the BCB Twitters.

Did people think the old way was cluttered? I could certainly give the voting thing a big noticeable bar again, but I decided to clean up the homepage as much as possible when I added all the ads, to offset all the clutter the ads created. The inconvenience of not seeing the voting link might be more than I anticipated.
