Honestly, past chapters show that this is typical behavior from Sandy. She's just extremely sugary (and likely sheltered) and approaches these situations in a child-like manner. I really don't get why so many people are reading so much more into it. Wishful thinking I suppose.

Anyways, I agree with Carcharocles. She's most likely sheltered and just that sickeningly sweet. I see no ulterior motive here. Now if one manifests in the future, sure, but as of now? I think she's just concerned.

Though the whole "conspiring" thing, now that I think of it, might be going to far, since it was admitted in that page that she didn't know who Lucy was.
I'm not going to go so far as to say "maybe since it was a girl, Sandy was jealous and wanted her to get in trouble," that's just going to far on so little evidence.
I want to think that Sandy is just as she seems, but this comic has had a history of being totally unpredictable for me. For now I guess it's just safer to assume it's just Sandy being Sandy. But there's a high likelihood we'll find out what her true colors are (if she's more than she seems or exactly what she looks like) when she visits. Until then... I can only speculate.

Frankly, I'm a bit shocked at how badly Mike is hurt. It's not THAT bad, but compared to Lucy's past "beatings," this seems pretty serious.
What I REALLY wanna know is what he did to piss her off that much.
(Maybe it's just the fact that Taeshi's style of drawing has changed, so past "beatings" from Lucy seem cartoonish and silly compared the current page.)

That was my observation last night in chat. "It's not just cartoon violence anymore."
I believe Sandy is being genuine in this flashback. She's not one-dimensional either; she's a real person with her own challenges, as shown in "To The Top".
Mike×Lucy is still perfectly salvageable, although for that you have to look a year or so down the road, and see how the characters mature.

I'd doubt they'd want to see eachother much down the road after this. I've seen miracle fixes in a relationship, but this is one of those "We really just can't get it together things." because they seriously can't. Alot of good relationships involve fights and such, but this relationship is practically all fighting. Looking at my families past history of many relationships similar to this, I think its safe to say they really shouldn't be together. (then again many of those relationships were back in the day when we were knee deep in gang affairs, so it may not be a reasonable example to draw from...)

It would certainly take a miracle right now. And I would definitely expect them to be apart for quite a while. They both need to heal, to change, to grow and learn. And yet... time and maturity have a funny way of ameliorating old wounds. It is entirely possible they'll friends again by spring of junior year. Real friends, this time.
The moral is: don't give up on the story just yet. Long ways to go.

But the more I think about it, the more it seems to fit. Both in-universe and here in the fandom things were building up for a sweeping, dramatic, romantic dramedy between two best childhood friends...
...but Sandy is the wrench in the works that stops the "Defrosting Ice Queen Troo Wuv" story from following that plan. Its perfect!
Honestly, no matter what happens to the MikexLucy ship in the end it wouldn't have been the same without Sandy's interference. Without Sandy it would be just another Tsundere story, with little to help it stand out.

It's funny because rereading the Summer arch, it's clear that Mike has had a growing distaste for Lucy for a long time.
Thing is... rereading the comic, Sandy never calls Mike her boyfriend... he just assumes he is... Hmm... I don't think her visit is going to be very pleasant.
