I was very very young at the time, so my mind is probably very hazy. I'm not even sure if the game really existed at all, or if I just dreamed it (though if I did then it was a damn recurring dream).
I recall a weird Racing Arcade Game from the 90's, and yes, there were many; I remember something very peculiar about this game though. Halfway through the race, you would encounter a rather ugly man standing on the track. If you tried to dodge him though, he would inevitably move to intercept your car anyways. Once you run over him, he climbs on top of your hood and smashes it with a pipe wrench (or something similar). Game over.
I'm not sure if I would always fail to dodge because I was bad, or because he was actually undodgeable. Maybe that guy was the time limit and you encountered if you took too long? I don't know.
Anyways, anybody knows which game is this?
Extra info: The race took place in some kind of desert.

The only game I'm vaguely reminded of is SkiFree, where the game doesn't end once you reach the finish line, but when you ski down far enough, there is an Abominable Snow Monster waiting to chase you and eat you up.
