Seeing the snowball hit Mike, Lucy is the first character that jumps to mind. Yet Lucy said earlier that she'd leave Mike alone, and after the events of "December" I couldn't really see her turn around and suddenly be so cavalier with Mike again.
As was suggested above, it could be Yashy wanting Flea to talk to Mom. Yashy has surely noticed the change in Lucy's behaviour as of late. Another possibility might be Lily, she can be playful sometimes. I don't think it would be Paulo, at least not in terms of wanting to wring the story out of Mike. Too few pages left in this chapter for an extended conversation.
Regardless, Mike doesn't seem quite ready yet to talk to Lucy. Perhaps he needs to deal with his feelings first.
Also, yeah, Mike's see-through neck in panel four, but that's been noted.

Still, Mike had turned away from the house, so I doubt it was Jordan who threw the snowball. And as for Sam, he doesn't seem the type to be throwing snowballs.

Seems like Lucy covered herself with snow or jumped behind a bush in order to avoid Mike. Not a very effective strategy, what with Yashy right there to draw attention to her. Still, it does show that she is trying to keep out of Mike's way.
Lily seems almost sad or disappointed with Mike. I wonder if she'll tell Mike to leave Lucy alone for the time being, that now isn't the right time to talk to her. Some separation may well be good for both of them. Mike still does have a promise to keep to Sandy, but he can carry it out later, when Lucy is more stable emotionally. Actually, this might set up a time skip very nicely, if it weren't for the fact that the school play will be occurring soon.

That'd be cool to see some more Mike-centric chapters. I think having readers see things more from his perspective might alleviate some of the scorn and ridicule he has been receiving from unforgiving readers.

She can either realize she doesn't need anyone to be her best friend and that she can be her own person and stand up for herself and reach out to others on her own to start her own healing process or she can continue to freak out and try to isolate herself from everyone because she feels there is no one she can trust to be her friend/ try to find someone else to latch on to like a wet ball of fur, now with even more issues.
As for Mike, I honestly think he is just now realizing "Oh hey, I hurt Lucy more than I thought." Even he most likely overestimated Lucy's mental strength. When you project yourself as stronger than you are, even those who know you most are going to judge you by that because that's what they see. Plus, Mike pretty much did that whole spiel with Lucy then focused on Sandy. For him it was over so there was no reason to dwell on it, which actually happens a lot in many relationships. He's just now starting to wake up from sandy-land and go "oh...well uh...." although he will probably try to ignore this and pass it off as not his problem. He already feels very put upon and is not likely to want to deal with any Lucy-angst when he feels he has enough of his own.
This has been a thirty second tl;dr analysis. I applaud anyone who reads the whole thing. :I

It'll never be the same, GOD I wish that it could be the same, but I know it probably won't happen. Since saving Lucy from possible death and giving your own life is pretty much a common occurance Taeshi can't use that as a backboard to bounce Lucy back onto the Mike train (Or maybe she can if Mike gets severely injured enough... or if Lucy tries to hurt herself and Mike intervenes in a very "white knight" fashion...) But I'm still pretty sure Mike is a train with people jostling each other for a place to be conductor, and he's not in the fight.
I just hope they can stop this coldness between each other now.
