thank you both!

when i was a kid i went on photobucket and myspace a lot, and this is a reference to those old anime edits i used to see everywhere. they'd select an area of the art, like the hair and the eyes, and they'd make it change colors like this. sometimes they'd just make the whole picture do it
it might not be as popular as i thought it was, or maybe i only saw it as much as i did because of my friends at the time ;w;
