Do not use that as an excuse. Even cartoons have a sense of structure and shape, you don't just throw limbs together and say it's okay just because "it's a cartooooon"
I personally don't see much wrong with the drawing (It would be interesting to see why Rye has a problem with it), since the loopy flow of her body really fits a kind of watery flowy vibe I'm getting from it, but that should not make people think it's A-OK to disregard any sort of anatomy just because you're drawing cartoons. That is a style-ruining, art-hindering, manga-like poisonous mentality. Ideally people should learn anatomy first and then use that to twist and turn their cartoons, the rules can be broken with the rules in mind in the first place.
Quite frankly the only problem with it that I have is her torso/legs. There's just no way it'd work like that.
And yeah, the excuse "Cartoons are supposed to break the rules of anatomy" is about as lame as saying "It's my style".
About the leg/torso thing: It does work out fine, you're just probably affected by your pre determined vision of the dress as a skirt. The dress looks like it's going down to her knees, and the length between her feet to her knees(/bottom of dress) is with accordance to the length between the knees and the waistline (outlined by the curvature of the right side of the dress, next to (her) left hand)
About what Tae mentioned of the style; I also really like the drifting/flowing feel from the twirling lines. The light blue shades make my think of a calm sky and a slight ocean breeze.
No, I see the dress fine as a dress. If you imagine it without the dress though, the anatomy just isn't right. There's no way around that. It's not even elongated for effect, it's just wonky.

Anatomy is important. But in this drawing it feels more like the artist broke the rules of anatomy deliberately, not from lack of skill but for the sake of stylization.

It's one thing if you break it consistently throughout the piece, but that's not done here. It just seems like her hips/legs are broken.
You're not wrong, it makes sense, just not for this piece.
